(a) Yes, Sir.
(b) According to the guidelines, financial assistance is provided for correction of system deficiencies in minors and distributaries of capacity up to 4.25 cumecs(150 cusecs). The work of correction of system deficiencies has to be carried out only in those distributaries / minors where legalized Water Users` Associations (WUAs) and their federations at minor/ distributary level have been formed and are active. Further, the work can be carried out only in those distributaries/ minors under which all On-Farm Development works have been completed. Also the distributary / minor committees should be willing to take over the systems after correction of system deficiencies.
(c)&(d) The Government of Rajasthan has submitted proposals for correction of system deficiencies for 40 canal systems of Chambal Command Area out of which proposals of 20 distributaries/ minors have been sanctioned in which On-Farm Development works have been completed. The details of the proposals submitted by the State Government and the proposal approved are given in the enclosed statement.
(e) The funds will be reimbursed to the State Government only after handing over of the system to the legalized WUAs formed under the Rajasthan Farmers` Participation in Management of Irrigation Act 2000.
(f) The projects which have already been approved are likely to be completed by the State Government during current financial year.

(a) The Government of Madhya Pradesh has informed that the Chambal Control Board has signed an agreement with the Government of Rajasthan for use of Chambal water through the Gandhi Sagar, Rana Pratap Sagar, Jawahar Sagar and Kota Barrage on dated 30th June 1948.
(b) The Government of Madhya Pradesh has further informed that no such conditions mentioned in the agreement but in the minutes of 13th meeting of the MP- Rajasthan Interstate (I&P) Control Board held on 25.08.2005 at Jaypur, the Board decided for any project, a State could use yield from its own catchment plus 10% of other State in down stream of Kota Barrage in the territory.
(c) As per information furnished by Government of Madhya Pradesh, as at the time of construction of Gandhi Sagar and after that, there was no agreement in between Madhya Pradesh and Rajasthan for not constructing any project in the catchment area in Gandhisagar. Therefore 151 Nos.schemes has been constructed with the water capacity of 231.67 Mcum.
(d) Government of Madhya Pradesh has informed that no such illegal structures has been constructed.

(c) Various activities related to water resources sector including research and development activities are undertaken by the respective State Governments. However, Ministry of Water Resources promotes research in the area of water resources development and management. The premier research organisations of Ministry of Water Resources i.e. Central Water and Power Research Station, Central Soil and Materials Research Station and National Institute of Hydrology undertake research in specific areas. Ministry of Water Resources also provides assistance to various academic and research institutions for undertaking research in water sector.
The details of the research schemes approved by the Ministry of Water Resources during the last three years and completed in the last three years (since 01.04.2005) are at Annexure -I.
The Ministry of Water Resources initiated 5000 Farmer`s Participatory Action Research Programmes at a cost of about Rs.24.47 crore throughout the country with the help of Agricultural Universities, Institutes of Indian Council for Agricultural Research, International Crop Research institute for Semi-Arid Tropics and Water & Land Management Institutes and other similar institutes with a view to increase yield and income per drop of water. The above said 5000 programmes are to be implemented by 60 institutes throughout the country. Institute wise details of sanctioned amount and funds released are given in Annexure-II. The National Commission for Integrated Water Resources Development Plan in its report has made an assessment for water requirement for various sectors. As per the report, 629 BCM of water is being utilized for diverse purposes including irrigation for which 524 BCM of water is being utilized. The estimated total water requirements for the years 2010, 2025 and 2050 are 710 BCM, 843 BCM and 1180 BCM and that for irrigation are 557 BCM, 611 BCM and 807 BCM respectively. The availability of water in the country as a whole is considered adequate to meet the present level of demand of water for irrigation.

Differential rates of cess are collected depending upon the use of water, the rate being higher where pollution load is expected to be more, which results in higher cost of pollution abatement and varies from 2 paise/kiloliter for domestic purposes to 30 paise/kiloliter for industrial purposes.
(c) to (e) The Ministry of Water Resources has no proposal for imposition of higher rates of cess on bottled water industry using the ground water as raw material.

(b) The Government of India launched a Pilot Scheme on `National Project for Repair, Renovation & Restoration of Water Bodies directly linked to Agriculture` in January, 2005 with an estimated cost of Rs.300 crore to be shared by Centre and State in the ratio of 3:1 for implementation during the remaining period of Xth Plan. The objectives of the scheme were to restore and augment storage capacity of water bodies and also to recover and extend their lost irrigation potential. The water bodies having culturable command area of more than 40 hectares and upto 2000 hectares were included under the pilot scheme taken up in one or two districts of each State. The Scheme envisaged coverage of 1098 water bodies in 26 districts of 15 States with 0.78 lakh hectare increase in their irrigation potential.

(c) No, Sir. The average annual quantum of availability of fresh water in India is assumed to be constant and no trend for its reduction has been noticed. However, the per capita water availability is declining because of population growth.

(e) The demand for water for various purposes is increasing due to population growth, urbanisation and industrialisation. Therefore the need for the utmost efficiency in water utilisation and a public awareness of the importance of its conservation has been highlighted in the National Water Policy. The National Water Policy states that (a) the water resources should be conserved, (b) Water resources available to the country should be brought within the category of utilisable resources to the maximum possible extent, (c) efficiency of utilisation in all diverse uses of water should be optimised and (d) there is urgent need of paradigm shift in the management of water resources sector. Several measures for development and improved management of water resources are undertaken by the respective States Governments which include creation of storages, restoration of water bodies, rain water harvesting, artificial recharge to ground water and adoption of better management practies etc. Government of India is providing assistance to the state Government through various schemes / programmes, such as Accelerated Irrigation Benefits Programme (AIBP), Command Area Development and Water Mangement (CADWM) Programme, National Project for Repair, Renovation and Restoration of Water Bodies directly linked to Agriculture etc. The Government of India have formulated a National Perspective Plan for Water Resources Development (NPP) which envisages construction of storages on various river systems along with interlinking cannal systems.

(a) The State-wise targets under Command Area Development and Water Management Programme are fixed by the State Governments themselves. The State-wise details of targets and achievements of the core components covered under the Programme i.e. construction of Field Channels and Construction of Field, Intermediate and Link Drains for the last three years as reported by the State Governments are given in the enclosed Statements at Annexure I and II respectively.
(b) & (c) The fixed targets have not been achieved by most of the State Governments. The achievement of targets depends mainly on allocation of matching share of funds by the State Governments.
(d) Yes, Sir. The Command Area Development & Water Management Programme was reviewed during 2006-07 by a Sub-Group of Working Group of Planning Commission on Water Resources for formulation of XI Plan.
(e) The Sub-Group, inter-alia, recommended up-scaling of the Programme, enhancement of central share and withdrawal of 10% mandatory beneficiary contribution.

(a) to (c) As per the information received from the Andaman & Nicobar Administration, shortage of water supply is felt to some extent, during the dry season. The reasons for shortage have been stated as increase of population, increase in tourist flow and commercialization. The programmes for overcoming the shortage include supply augmentation measures.

DIVERSION OF EXCESS WATER

(a) the reasons for the non-utilisation of lakhs of cusecs of water of Chambal river which goes down the drain every year;
(b) whether there is need to check the flow of the water of Chambal river keeping in view the interests of the farmers; and
(c) if so, the details thereof?

(a) to (c) The Gandhisagar, Ranapratapsagar, Jawaharsagar and Kota Barrage projects of the Chambal river cascade are important projects in the integrated development of this river for irrigation and power generation. Kota Barrage with its canals on both right and left banks is catering to irrigation demands of farmers in both, Rajasthan and Madhya Pradesh. This arrangement, which was planned in early fifties makes nearly full utlization of the available inflows both for power generation as well as for meeting the completely divergent needs of irrigation.
Irrigation being a State subject, the irrigation projects are planned, executed and funded by State Government themselves as per their priorities.
Two irrigation projects of Madhya Pradesh in Chambal Basin are under appraisal in Central Water Commission. Present status of appraisal is given in Annex-I.
Six projects of Rajasthan (3 major and 3 medium) of Cambal basin in Rajasthan are also under appraisal in Central Water Commission. The present status of appraisal is given in Annex-II.
In addition, 4 medium irrigation projects of Chambal basin in Rajasthan have been accepted by the Advisory Committee on Irrigation, Flood Control & Multipurpose projects of the Ministry of Water Resources, the details of which are given in Annex-III.
The time taken to completed appraisal process depends on the promptness with which, the State Governments furnishes replies to the observations of the Central Appraising agencies.

(a) the targets set and the achievements made under River Valley Projects (RVP), Flood Prone Rivers (FPR), National Water Shed Development Programme for Rain Fed Areas (NWDPRA) schemes for the development of water resources alongwith the funds provided during the last three years, State-wise;
(b) whether any special provision has been made for tribal areas under these schemes; and
(c) if so, the details thereof?

(a) The schemes for Soil conservation for the development of degraded lands in the catchments of River Valley Projects (RVP) and Flood Prone Rivers (FPR) and National Watershed Development Project for Rainfed Areas (NWDPRA) are being implemented by the Ministry of Agriculture. The year - wise and State -wise targets and achievement under the abovesaid schemes as provided by the Ministry of Agriculture are given at Annex - I and Annex - II respectively.
(b) & (c) The Ministry of Agriculture have informed that the watershed projects are implemented in Geo-hydrologically defined units (Micro watersheds) and all the areas including tribal areas are covered under the watershed project.

SUPPLY OF WATER TO DELHI
359. SHRI RAMDAS ATHAWALE
Will the Minister of WATER RESOURCES be pleased to state:-
(a) the quantity of water demanded from the Union Government/Upper Yamuna River Board (UYRB) by the Government of Delhi from river Yamuna during the last three years;
(b) the quantity of water made available by the Union Government/UYRB to Delhi from river Yamuna during the said period;
(c) whether the said quantity is commensurate to the demand;
(d) if not, the reasons therefor;
(e) whether there has been major increase in the demand of water; and
(f) if so, the response of the Government thereto?
ANSWER
MINISTER OF the STATE IN THE MINISTRY OF WATER RESOURCES (SHRI JAI PRAKASH NARAYAN YADAV)
(a) The demand of Government of Delhi for water from Yamuna is for three Water Treatment Plants (WTPs), viz. Wazirabad, Chandrawal and Haiderpur - II. The total capacity of these three WTPs is 310 Million Gallons per day (MGD), which can be serviced by 625 cusec of raw water. In addition to these three plants, during monsoon period (July to October) Yamuna water is also demanded for Haiderpur - WTP with a capacity of 100 MGD, which can be serviced by 200 cusec of raw water. The capacity of these plants dependent upon Yamuna have remained the same for the last three years and so is the demand of raw water.
(b) to (d) An MoU on sharing of Yamuna waters was signed on 12th May, 1994 by Uttar Pradesh, Haryana, Rajasthan, Himachal Pradesh & Delhi. As per the MoU, annual allocation of Yamuna waters to Delhi is 0.724 billion cubic meters (BCM). The allocation to Delhi are made by Upper Yamuna River Board as per the MoU of 1994.
Further as per the directions of Hon`ble Supreme Court vide order dated 29.02.1996, full pond level is being maintained at Wazirabad and Haiderpur so that there is no shartage of water for Wazirabad, Haiderpur and Chandrawal WTPs. The supplies/releases of Yamuna waters to Delhi are made by Haryana at Tejwala in accordance with MoU of 1994 and the Hon`ble Supreme Court order dated 29.02.1996.
(e) & (f) There is some increase in demand of water due to increase in population. To meet the major future demand several measure are being taken i.e completion of parallel line channel from Munak to Haiderpur WTP and taking up of storage dams including Renuka, Kishau & Lakhwar Vyasi in upper Yamuna basin.

Will the Minister of WATER RESOURCES be pleased to state:-
(a) whether thousands of habitations in different States are identified as having water sources contaminated by chemicals like iron, arsenic, fluoride, nitrates, sulphates and other salts;
(b) if so, the details of such habitations State-wise; and
(c) the measures being taken to provide safe drinking water to these habitations?

(a)&(b) As per available information, ground water in major parts of the country is by and large potable. There are, however, areas which have poor quality of ground water mainly due to contamination from ground water bearing rocks, excessive use of fertilizers, industrial and domestic effluents, mining wastes, saline water ingress etc. The Central Ground Water Board (CGWB), during its surveys and studies of the contamination of ground water have revealed that arsenic and fluoride are the main geogenic contaminants. As per the information provided by Central Pollution Control Board (CPCB), the names of the districts of some States where ground water has been found contaminated and reasons thereof are given in the enclosed Annexure.
c) 'Water' being a State subject, it is primarily the responsibility of the State Governments to take steps to check ground water pollution. However, the Union Government has also taken following measures to mitigate the problem of ground water pollution:-
(i) The CGWB drills arsenic free wells in the arsenic affected areas and provides technical guidance for clearing of source of drinking water in arsenic affected areas. It also conducts mass awareness programmes and water management training programmes in these areas and carries out research to understand the origin and distribution of arsenic in ground water for adopting long term remedial measures
(ii) The Union Ministry of Rural Development (Department of Drinking Water Supply) under the Rajiv Gandhi National Drinking Water Mission provides financial and technical assistance to States through a Centrally Sponsored Scheme, namely Accelerated Rural Water Supply Programme (ARWSP) for provision of safe drinking water to the rural population as per the stipulated norms. In order to provide focussed attention to tackle water quality problems, Sub-Mission guidelines under ARWSP have been revised in February, 2006, wherein, 20% of ARWSP funds is retained at the Centre and released to States on need-basis.
(iii) To ensure safe drinking water supply to all the urban population of the country, the Ministry of Urban Development have launched two new programmes, viz. Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT), to provide infrastructure facilities to 5161 urban towns of the country. The project envisages to provide safe drinking water to every citizen of India within a time frame of 7 years.
(iv) Central Pollution Control Board (CPCB), under the Ministry of Environment & Forests has adopted several measures like directing the industries through State Pollution Control Boards to limit the discharge of effluents within the stipulated standards, initiation of schemes to give assistance to clusters of small scale industrial units for setting up common effluent treatment plants for implementation of a scheme for monitoring of water quality in the critically polluted areas.

(a) to (b) At present, 187 new irrigation project proposals (103 major and 84 medium) have been received from various State Governments including states of Bihar and Gujarat. Of these, 111 projects (59 major and 52 medium) are under different stages of appraisal and remaining 76 projects (44 major and 32 medium) have been techno-economically accepted by the Advisory Committee of Ministry of Water Resources subject to compliance of a few observations. State-wise abstract of these projects is given in Annex-I. Details of the projects to which investment clearance has been accorded during the last three years is given in Annex-II. Approval for the projects depends on promptness with which State Governments comply to the observations of the Central appraising agencies.
(c) The project-wise details of the Central Assistance released under AIBP during the last three years are given in Annex-III.
(d) State-wise details of the projects/project components completed under AIBP are given in Annex-IV.

The Indian side proposed principles for interim sharing of Teesta waters, pending the decision on long term sharing based on Joint Scientific Study.
